It’s difficult to pinpoint when city and county leaders began ceding the streams to water squatters, but by last year the surrender was almost complete. Once coursing with chinook salmon and steelhead trout, Los Gatos Creek was a sodden mess of used toilet paper, discarded sleeping bags and old tires. Coyote Creek periodically became so choked with Styrofoam containers and other debris that the trash raft was visible from space on Google Earth.
